So, I have a Dwarf Bloodrager with 19 Str using a +1/+0 Urgrosh (enchanted on the bladed end), and since he's using a double weapon- some friends convinced me to take Two-Weapon Fighting as my 7th lvl feat.
I know the second attack's damage is half my strength modifier. my question is- does the damage reduction come before or after tabulation of the Power Attack bonus?
When not raging- his damage is 1d8+7 S/1d6+3 p.
While Raging/Power Attack- 1d8+19 s/1d6+13 or 1d6+9 p?
Second attack math is either: Power Attack after-(9/2)+9 or half w/ Power Attack -(9+9)/2?
Random- what other feats would complement a two-weapon fighting with a double weapon build?

Power attack damage bonus is cut in half for off hand attacks, and str bonus is cut in half. Each is calculated separatetly, then added to the damage. The net effect is the same as if you added the normal str and pa bonuses together and then cut in half, usually. Just to avoid some odd rule interaction I explain doing the halving first.
Double Slice for full Str on the off-hand attack.
As for your power attack quandary, both Power Attack, and TWF specify half damage on the off-hand. So using algebra rather than raw numbers:
1d8+(1/2 str mod)+(1/2 PA mod)
So I think with your write up here it's after? Forgive me though, I haven't played a barbarian/unchained barbarian or bloodrager to know off the top of my head how that factors into the equation.

The damage of the off hand attack should be 1d8+(1/2 str mod FRD)+(1/2 PA mod FRD)
1d8+(1/2 str mod)+(1/2 PA mod) = Fractions Rounded Down
In Pathfinder you normally round down when adding damage. It don't make a real difference as the extra damage from power attack is a multiplier of 2 as you are using the equivalent of two one handed weapons when using both ends of a double weapon.
