Which would be the end of round 3.
<p>As long as the enemy is 'shaken, frightened, or panicked' and you have hit the enemy at least once per round, it will continue being flat-footed against all your attacks.</p>

It doesn't make 'shaken, frightened, or panicked' enemies flat-footed to your attacks. It makes a 'shaken, frightened, or panicked' enemy you're hitting flat-footed to your subsequent attacks.
<p>So if you move up to a shaken enemy and make a single attack, that enemy will not be flat-footed against your attack.
