Is there a partial charge in surprise rounds?

Rules Questions

or was that taken out for SF ?

Exactly what it says on the tin. Are there rules somewhere for a standard charge during a surprise round? I know PCs don't get surprise rounds often but melee that do are kinda hosed by not being able to attack in that round if they want to move in.

Neither the Surprise rules nor the Charge rules allow such a thing, so as a general rule, there are no "partial" charges. However, both Solarians and Soldiers have access to abilities that allow them to charge as a standard action, so the primary melee combatant classes still have that option as early as levels 2 and 5 respectively.

I think they called it a the ability to take a charge action when you're limited to a standard action because of staggered, a slow spell or you're a zombie but a rose by any other name and all that.
