A summoned Zelekhut with True Seeing?

Rules Questions

If you were to summon a Zelekhut would it have constant True Seeing as per its Monster Entry?

The reason I ask is that the constant True Seeing is listed under its spell-like abilities and under Summon Monster it says "Creatures summoned using this spell cannot use spells or spell-like abilities that duplicate spells with expensive material components (such as wish)."

True Seeing has a 250gp material component but for a Zelekhut this ability is constant.

Is 250gp too expensive?

The example given of a spell with expensive material components is Wish which is one of the most expensive spells you can cast (25,000gp) but no clarification of what is or isn't considered expensive is given.

Typically, an "Expensive Material Component" is anything that has a listed value.

I believe that as a constant effect, it is assumed to be on them when they are summoned. I don't see a way for them to cast it, but if they did, you are correct that they couldn't while summoned.

Thanks for the replies, yes that makes sense so no Restoration, Raise Dead, etc. from summoned creatures.

I suppose if the True Seeing is constant it would be active when the creature was summoned but if it were dispelled it wouldn't reactivate.
