I just want to make sure I understand how it works for transitioning from Core to Standard. Can I transition a core character over to standard if I have the same chronicles. I have played scenario 14 on both core and standard so can that core character be moved to standard or will it not be bale to to since I already have played it once in standard.

You can't play both scenarios with the same character, but other than that CORE is simply a way to replay scenarios, so transitioning any character from CORE to Classic is fine.
And, even if you only played a scenario in CORE before transitioning them to Classic, you could still play that scenario with a different Classic character, since the original credit was CORE, even though the character that earned it no longer is.
