Blistering Invective.
Not EXACTLY what you were looking for, but maybe it'll work? The advantage is it hits all your enemies in range, not just a single target...

There is an implement you can channel energy (as a cleric) into that lets you use diplomacy as a standard.
IMHO that probably shouldn't be PFS legal as it has the potential to seriously derail just about any scenario with a maxed out diplomacy character. And there are a lot of Diplomancers out there.

... not all that useful in my opinion. Once it was introduced as a Feat, I heard one judge state that it would mean that PCs couldn't call for a brake in combat without it - something that could have been Role Played before was now a Feat and a Game Mechanic...
The one minute rule is something many GM's ignore in home games. I tend to ignore it myself depending on the enemy, but I figured I should look up whatever I need in case the next GM does want to enforce it.
PFS doesn't really have that type of leeway to just ignore rules.
PS: I am aware that some do it anyway.

Diplomacy says thatnit may take a longer or shorter amount of time at the dms call, so the dm isnt ignoring anything if they let you go

True. I didnt realize that making a request, and trying to influence their attitudes took different amounts of time.
