I have sent two emails about my subscription and payment methods over the last two weeks and have so far gotten a robo response to one of them and no response at all to the other.

Your emails have not been ignored. As the automated response mentioned we have an extremely large influx of emails we are working our way through. We answer each email in the order they are received. It looks like one of my coworkers responded to your first email earlier today.
You didn't receive a second automated response because the system is set up with conditions to avoid spamming anyone, in this case it knew it has already sent you one and didn't send a second.
