That is correct. This is because of how deck upgrades work in organized play. In organized play, you trade a card from what the group acquired for one in your class deck, matching by type and deck number. Pharasma is really powerful for sorcerers and spacing them out keeps sorcerers from getting them all very early.

This also applies to regular play. If you add the boons from you Sorcerer Class Deck to the box of whatever set you're playing, you don't add all three BoPs at the start. You seed them in as you progress through adventures. This controls the influx of various types of cards at various levels of the game.
