All of the creatures in the Alien Archive have a CR listed except the Novaspawn. It has a Tier rating. Is this the same thing?

The Novaspawn is an organic spaceship, so it is being measured on the spaceship scale of tier. Tier and CR almost certainly don't equal each other in most regards, but a party of equivalent level to the ship's tier–which, the game assumes the PCs have gear at tiers around their level–would likely be taking on foes of a CR close to the tier of the ship.

There's tables about difficulty in the crb, and a combat with a ship tier equal to yours is supposed to be similar to an encounter of with CR equal apl+2. If that helps at all.

It's not a starship in the sense that it could be piloted by people, but monsters that fight starships are supposed to use starship style statblocks.
