Advice

So I'm playing a loved one technomancer. And I listen to everyone's advice. Well everywhere I looked they suggested you spend a feat on picking up long rifles. So I did that. I'm coming up level 2 and I'm thinking about picking up Soldier for the next two levels. Soldier gives me long rifles for free. So what happens to the feat that I wasted wasted on picking it up at lvl one?

A level one technomancer not a loved one technomancer freaking auto correct.

I believe that you would just end up wasting the feat. Talk to your GM to see if they'll let you retrain the feat to something else, though.

A bit off topic, but question for you - why are you picking up a couple levels of soldier? The reason I ask is that Technomancer 1 / Soldier 2 / Technomancer is an awkward build that will put you behind in terms of weapon damage until 5th level at least. You might be able to get what you're looking for through feats instead of multiclassing.

Use the 500cr mnonic editor to change the feat choice. Easy peezy

If you are in SFS you can rewrite the character anytime before you start your 4th scenario.

it would give me access to long rifles, heavy weapons, heavy armor, a fighting style (blitz), +4 to initiative, +10 to movement speed, acess and ability to use long rifles, access to being able to use heavy weapons, grants access to being able to use heavy armor, a bonus feat, and being third level would give me another bonus feat. I might just take improved initiative to make it a +8. The GM also gave the party tech level 5 automatic lazer longrifles that can also stun. Not really worried about damage. As a vanilla technomancer thats five feats and coming off with less initiative.

If it's in the SF main book as a rule somewhere then I can point it out then I can use that.

The mnemonic editor is in the main Starfinder rule book, pg 27 talks about retraining while 226-227 talks about the editor.

For Starfinder Society (aka SFS, the Organized Play campaign for Starfinder) you can rebuild before you play at 2nd level. See pg. 45 of the Starfinder Society roleplaying guild Guide.
