Although I think 2% every 5 over DC would be better, if you think of a lvl10 item with the cost of 10 000cr (should be in the neighborhood) the rewards are:

Essentially that's the same as if you sell it. I think it's also a default that if you make your fusions as fusion seals, you can remove them from a weapon/armor and add them to a new one but fusion seals cost 110% of the fusion price.
