Hello. I'm concerned about Shackled Hut. The setpiece adventures in SH are really good, especially in Whiterun, but once they get there it is basically Ringeirr walking them from encounter to another. And then Solveig gives them mission and then it is end fight time.

I want to explore Whitecrown little more. My idea was that Ringeirr walks them to the forger, but after that he has to go back to fishcamps, leaving PCs to find the Heralds of Summer's Return by themselves.

Any ideas about how that would happen? Or ideas what to add in Whitecrown to make the city slightly more sandbox-y?

I would recommend cities of golarion... lots of great ideas for subplots.

As for Ringeirr, they really don't need him. Part of the adventure could be letting them figure out how to get into contact with the heralds.

Richard Pett has a thread that spent some effort on other side quests. I also recommend Cities of Golarion and to a lesser extent Irrisen, Land of Eternal Winter, to get a better idea of the interesting locations present in Whitethrone. The book on Irrisen gave me a great deal of background of expanding the journey to Whitethrone, as well. For example, my PCs decided they needed to dump some of their loot and further prepare for the trip across the tundra, so they took a cautious side trip into Ludovny, which I described as a casino gateway town, where the merchants and mercenaries wait for their turn to join the highly regulated caravans to and from Hoarwood City.

It doesn't seem reasonable that Ringeirr operates completely independently and has no contact at all with the Heralds in Whitethrone. However, if you decide that Ringeirr isn't actually a direct point of contact with Solveig, then there's no reason that he knows how to get in contact with her. Maybe Ringeirr knows someone who knows someone who knows someone who knows Solveig. In this way, you could place contacts throughout the city, interweaving them in and between scenes and encounters pulled from the interesting locations of the city. For example, one contact might be located at the Theatre, and by being there, get roped into performing there to keep suspicion away. Perhaps they need to meet someone at the Observatory and discover why it is that everyone only ever visits once.

Solveig's main role in Whitethrone is to help out the slaves while she waits for a chance to do real damage to White Witch authority. The main example of this can be seen with Ringeirr bringing food into Whitethrone to distribute. Perhaps the PCs later see a slave get beaten and left for dead, and while most of the populace (including the slaves) leave a wide berth around him, two people pick him up carefully, and gently take him away. Maybe a merchant drops a package off inconspicuously, and some slaves show up later and take it elsewhere.
