Why does Quick Movement improve feats but no Versatile Movement?

So I was looking through some build ideas and I noticed that Versatile Movement isn't enhanced by Quick Movement but Climbing Master (feat) and Swimming master (feat) don't have such a restrictions. Weirder yet is that Fleet (feat) does enhanced Versatile Movement.

The feats Climbing Master and Swimming Master don't stack with the operative exploit Versatile Movement, because they all grant you a climb speed or a swim speed, none of them increase your existing climb speed or swim speed. If you have (or plan to take) Versatile Movement, Climbing Master and Swimming Master are useless feats.

The feat Fleet totally stacks with any of them, as far as I understand. Since it's not as powerful as the operative class feature Quick Movement, I can understand why it wasn't restricted.

I'd suspect that mostly that was the writer of the versatile movement ability accounting for the abilities they had in front of them and not thinking about the interplay of others. But I'd still go with it as written, I could be wrong and it does feel a bit more balanced. Versatile movement isn't enhanced by something that you automatically get as an operative, but if you want to spend a feat to do it you can. Alternatively you can gain your bonus speed from being an operative by taking two feats you have to invest a few skill points in instead of a single operative exploit.

Probably just a combination of miscommunication between the writers and a rushed out book. I'm sure if they had another 2 months the rules would be less disjointed and more consistent (i.e. either no land speed boosts boost granted climb speed, or they all do, instead of this unintuitive in-between)

I think what they should do is reword Quick Movement to an insight bonus and reword Climbing Master, Swimming Master, and Versatile Movement so none benefit from insight bonuses from movement. Could keep Fleet as an un-typed bonus so it can stack with Quick Movement and enhanced movement abilities that wouldn't be enhanced by Quick Movement or also make it into an insight bonus so it's a weaker, feat version. of Quick Movement.
