What it says in the title.
Sovereign Court RPG Superstar 2011 Top 32

In general, it works okay in midrange levels with mid range damage, but it has issues at very low levels - characters immune to goblins stabbing them for d4 - and very high levels - when a giant is swinging at you for 3d6+30, you'd rather have extra AC than 4 points of DR.
