It's kinda hard to describe them without using one thing as a staple. Warpstone. Basically, chaos manifested in a material form and as u can guess it effects on anything you use it for are completely random. To get straight to the point, the class im looking for utilizes this material in all of its technological inventions to produce powerful, albeit unstable inventions.

Besides the tinkerer alchemist, there's a scavenger archetype for the investigator, and two gunslinger archetypes (experimental gunsmith & gun scavenger) which might be said to mess around with weird science.
The scavenger investigator creates gadgets rather than extracts. Since these gadgets last only a single use (like the extracts they replace) they're unstable by definition.
Edit: also there's psychics with the mindtech discipline and/or some psi-tech discoveries in place of phrenic amplifications. I don't know which of the above fits skaven best, take a look and let your own superior knowledge of Warhammer decide.

Techslinger with a Lightning Gun does the normal warlock engineer quite well, as he does nothing but throw warplightning. He can misfire just like Skaven technology does and the rare energy cells he needs are easily reflavoured to warpstone.
For Clan Moulder goodness you can go Mutation warrior or really any of the mutation specialties of the alchemist. Or a summoner with a very twisted Eidolon as his own creation and his summons as other beastly experiments.
Eshin you already mentioned yourself, the scout, rogue or several assassin archetypes are really well suited to ratkin.
I have no spontaneous idea for Clan Pestilens, but somewhere out there is surely a witch or cleric archetype that specialises in diseases. Or wasn't that an antipladin thing?
