Quick question. The paladin in my group has a +2 Str/+2 Con belt and recently found a +4 Str belt. He's now asking, how much would it cost to combine the two to a +4 Str/+2 Con belt. I don't think the rules cover something like this but telling him he can't do this feels stupid.
So, how much would you charge for this? Adding +2 Con to the +4 Str belt would be 6000 gp so it should probably be less than this, since he's basically providing a belt which already has the desired enchantment.
I thought about 3000 gp. Does that seem reasonable? He'll also most likely have our oracle do it for him, so we're looking more at 1500 gp, which sounds about right I guess?

50% increase cost on the smaller item. If you were to add +2 Con to a +4 Str belt it would be 6000g, since the base +2 con belt is 4000g. However, the +2 Str/Con belt is worth 10,000g. The cost to add that would be 15,000g, but he already has the belt so 5,000g. I'd say he has to find someone to combine them for 5,000g and can't get his party to craft it for half cost.
The other thing to think about is how much power this belt brings. A +2/2/2 Belt is 16,000g, the same as a +4 belt to a single stat. This is like this for a reason.

As you said, adding +2 CON to the +4 STR is 6k (4k*1.5).
Changing the +2/+2 to +4 is 22k (total cost of +4/+2) - 10k (total cost of +2/+2) = 12k.
Cheaper to add the +2 to the existing +4. Then the player makes a choice to sell the other belt or keep it for potential later need. The discount you're looking to give the player is already built into the fact that they can sell the second belt.
In fact, if you add the +2 CON to the +4 STR belt for 6k, you can sell the +2/+2 belt for .5*10k=5k. 6k spent, 5k earned on the sold belt, player is only out 1k.

Combining these items is a powerful measure and you must sacrifice something. The only currency available is gold and time since the player doesn't want to sacrifice item slots.
There is an inherent cost to combining these two items that must also be factored in. Either 5000g+ cost to have it transformed or he can sell the +2 Str/Con Belt for 5k and get someone to add (other than his party) +2 Con to his +4 Belt for 6k or more. (There is a cost of time for the NPC that they should be charging for).

The belts follow the suggested pricing rules and:
8000 + 8000* 1.5 = 20,000
So, the value of a belt which gives +4 to one and +2 to another would be:
8000 + 2000 * 1.5 = 11,000
If he was to upgrade an existing belt, he pays the cost difference between the value of each.
As far as how much it costs to combine these two belts into one...

If you weren't allowing combining belts in any way, but were allowing upgrades at standard prices (eg pay 5000gp to upgrade a 4000gp +2 Ring to a 9000gp +3 Ring) the player could sell the +2/+2 belt for 5000GP, then pay a crafter 6000gp to upgrade a belt from +4 (16,000gp shop price) to +4/+2 (22,000gp shop price using the standard pricing rules). That's a net cost to the PC of 1,000gp.
So there really isn't any reason to charge more than 1,000gp to combine the two items.

Another way of saying what Dastis (and others) have said...
He owns/has:
BELT #1 belt of Strength +4 16,000gp
BELT #2 belt of Strength +2 & Constitution +2 10,000gp
He wishes to own:
belt of Strength +4 & Constitution +2 22,000gp
Turning BELT #1 into what he wants costs 6,000gp. He can sell BELT #2 for 5,000gp which means he only needs to come up with 1,000gp.

Understood; I'm just thinking in terms of consistency in our discussions so people aren't going "Wait - this guy says it's x and this other guy says it's y, and one of them is twice as much! Someone is an idiot!" when we're talking about two different aspects of the same idea.

This is the correct math, looking at the market price.
If you have a party crafter upgrade new BELT #1, it only costs 3,000gp, which actually nets the PC a 2,000gp profit from selling old BELT #2.

Yes, the rules on this are extremely clear in the Core Rulebook.
Upgrading your +4 str belt to also have +2 con costs 6000gp for an outside spellcaster, or your Oracle can spend 6 days doing the enchanting himself for 3000gp.
The cost of the belt itself is trivial, and subsumed in the creation of the original +4 item, whereas the layered magic is complex, and expensive. You do not start off with a 3000gp belt to make a 4000gp magic item. That's a flavorful handwave to the real cost of magic items.
