Multi-weapon fighting penalties

Hey guys and gals,

I understand that that the feat gives you a reduction of 1 to the penalty when making a full attack, but what's the penalty?? I can't
find it anywhere!
I don't really understand this because it seems different than
Pathfinder.

There isn't a penalty for multi-weapon fighting (technically), the penalty is for making a full attack:

Core Rulebook > Tactical Rules > Actions in Combat (pg. 248) wrote:

Full Attack

You can spend a full action to make two attacks, each with a –4 penalty to the attack rolls. These attacks can be made with the same weapon or different weapons.

The Multi-Weapon Fighting feat reduces that penalty from -4 to -3, provided you make the attacks with two different operative weapons OR two different small arms weapons.
