Spells known are relatively cheap for a prepared caster - much cheaper than feats.
The norm is that you purchase access from a fellow class member (NPC) who has the spell you want. This access costs half the cost of scribing the spell into a spellbook (if you had to do that). In the case of a witch, this cost is payable to get an NPC witch to agree to its familiar teaching your familiar a spell. This cost is (10gp * (spell level^2))/2
A witch can also learn a new spell via scroll, but this destroys the scroll.
The limiting factor here is how much your GM controls access to new spells and the NPCs who could teach them.

It's really only good if you're casting 4+ level spells, which in turn means you need to have 7 spell levels worth of casting.
It's not so much that it's "ridiculously bad," but it is certainly not a good option. At best, it's niche.

It's borderline useless in some ways until you use it with Spell Perfection.

Scribe Scroll (item creation), wands, certain potions and staves all store spells. A headband of vast intellect is your primary means of gaining raw spellcasting ability and power. Otherwise, you're looking at pearls of power which get expensive very quickly.
^ this is the answer you're looking for.
Put all your utility spells and spells that don't allow a save into Consumable form.

Rod of echoing, lesser is 14000gp. That 3 extra slots a day of 3rd level or less. That cheaper than 3rd level pearl of power.
It's not amazing but I can see a role for this on some builds. Spells like 10min/level buffs or preping multiple haste without consuming to my slots would benifit.
For comparison 2nd level spell, caster level 6 scroll is 300gp. 47 scrolls plays for the rod. If you agressively cast spells you need to use the rod 46 times to get your moneys worth. I could make my money back on heroism and barkskin on my shaman. Casing both spells multiple time perhaps on myself.
This all said I can't ever imagine taking this as a feat.

If you're looking for new spells without paying, some Favored Class Options let you pick an additional spell when you level up. If you're a Human, for example, but most notably if you're a Wayang, who can get it from the Sorcerer/Wizard spell list.
