Rule Question : Kineticist Gather power and Infusion specialization

I confuse kineticist's burn reducing process in Gather power and Infusion Specialization because my first language isn't english.(I'm korean)

Anybody can help me to understand this process?

Gather Power says:

This ability can never reduce the burn cost of a wild talent below 0 points.

and

Infusion Specialization says:

This can’t reduce the total cost of the infusions used below 0.

So, I think 'Minimum Burn cost is 1.'

But in other thread, people and designer say 'If you use Gather Power and Infusion Specialization both in the same time, you can reduce Burn cost to 0.'

I confused because in Eng-Kor dictionary, Below A means "Less than A" and "A or less" both.

What is correct?
You can never reduce burn cost 0 or less.(Minimum 1) or You can never reduce burn cost less than 0.(Minimum 0)

If the latter is correct, can I reduce burn cost to 0 using Infusion specialization only?

The second is correct. It is meant to indicate you cannot reduce it past 0. With infusion specialization, gather power, or both at the same time, you can take no burn for your infusions, provided you are reducing it by the needed amount.

Minimum 0 is correct.

Also, you can reduce burn cost to 0 using only Infusion Specialization.

You can, and indeed it's recommended that you, use Infusion Specialization and Gather power to reduce the total burn cost of your kinetic blast to 0.

You just can't reduce it below 0 (to -1, say) because this is a context where negative numbers don't make sense.
