I can't recall if this has been asked but are the levels of the various key Korvosa NPCs expected to be static throughout the adventure?
I am thinking more about the higher level ones.
Does Cressida start at level 10?
Does Sabina start with all her levels or gain them throughout? Same of course with Ileosa?
(I am sure Ileosa is a Aristocrat 2 / Bard 4 somewhere, perhaps the Guide to Korvosa. Does she instantly gain 12 levels on finding the fangs? And when does the Erinyes get involved - I can't remember the exact developments of that)
I ask just because you can never discount what your players might do or try.
I am fortunate I have no one who might try and cast charm person on the queen for example but if someone was to, what save would be used. But I would not rule out trying to start fights with anyone (unfortunately)

Cressida Kroft is level 10 in guide to korvosa, and thus should be there when the AP starts. She doesn't have much time to go out and gain XP on her own while controlling the guard, so her level doesn't really have an opportunity for growth.
Inner sea magic lists the queen as Aristocrat 2/bard 4 and is set just before the star of he adventure path, when she Finds the fangs. I would her at bard 6 at Trina's execution, and 10 or higher at the crossbow bolt incedent.
Sabina i believe only has one sat block, in book 6 where she is fighter 14. In book one I'd place her around level 8. I beleive there is a sidebar in book one saying she should seem at least 5 levels above the PCs when fighting in the execution scene. She's got to be strong enough to hurt Vencarlo, but not strong enough to take over the regular guard from Koft.
