Well, if they haven't made a clarification in the last 7 years, I wouldn't hold my breath waiting for one...
That being said, losing your next turn is the only reasonable interpretation I can see: Otherwise, victims will just try to take a free action (Ah, I was so confused I couldn't spit at my opponent this turn, but I can still take a full attack and use a swift ability...)
It just goes to show that the Thesaurus is perhaps the most troublesome of the dinosaurs...

So I doubt we will see a FAQ because there isn't a lot of confusion.
If you are the GM, use that.
If you are a player, show your GM that.

SKR was a dev at the time, and the voice of the design team on FAQs, so that IS a dev post. They have since made an official account to prevent just this sort of confusion.
