I find it hilarious, yet stupid, to have an orc be able to put on armor that belonged to an elf. So, I want to require armor to be designed for different races, forcing penalties for wearing armor designed for a different race, maybe even allow people with the funds have their armor tailored for them, giving them a bonus while wearing that armor and adding another penalty for anyone else who wears the armor.

Any suggestions would be greatly appreciated.

Look no further than the core rulebook:

"Each suit of full
plate must be individually fitted to its owner by a master
armorsmith, although a captured suit can be resized to fit
a new owner at a cost of 200 to 800 (2d4 × 100) gold pieces."

Now that you have to cost to adapt the heaviest of armors, you can scale it back for lighter, less rigid armors.

Of course, this wont work for mundane items.

If that isn't to your taste however, and assuming you are the GM, it might be worthwhile having your PCs do a favour for the local smith, making armour sizing a regular and interactive thing with their community. And also a skill they could learn in their downtime.

Or consider working with the Piecemeal Armour variant rules, where parts of newly found armour can be donned, whilst other parts need re-forged.

Here is what I was thinking for armor fitting:

All armor must be individually fitted to it's owner by an armorsmith during the crafting proccess, although captured armor can be refitted to a new owner for a cost. (2d4×25 gp for light armor, 2d4×50 gp for medium armor, and 2d4×100 gp for heavy armor)

With the exception of full-plate armor, anyone can wear armor that is not fitted for them, but they incur a penalty while they wear such armor. Wearing ill-fitting light armor worsens the armor bonus, maximum dexterity bonus, and armor check penalty by 1 and increases the arcane spell failure chance by 5%. (Medium armor worsens by 2 and 10%, and heavy armor worsens by 3 and 15%) Characters that do not normally incur a spell failure chance for wearing armor incurs a spell failure chance for wearing ill-fitting armor.

Since my armor fitting rules are done and awaiting review, I will take suggestions for custom armor styling and accessories.
