Grappling is going to take some dedication and patience, but you can make it work.
If it fits the character concept, strongly consider a Half Elf. The favored class bonus is really nice, and you'll be starved for those free evolution points. Extra Evolution also helps.
Quadruped is a solic base form. You can either get claws and slap Grab on them (giving you more chances to hit/grab, especially later on) or just slap it on your Bite and make use of the 1.5 Strength mod damage (along with boosting it with evolutions like Reach and Increased Damage)
The size issue is a problem, but a solvable problem. Early levels will see you casting Enlarge Person a whole bunch to make your buddy large. At level 8, you have access to the Large Size evolution. However, depending on your Evo Point pool and race/feat selections, it might be too taxing. If so, you have access to Evolution Surge to make it big. However, by now you miht be fighting many large sized creatures, so you'll need Large Size -and- Enlarge Person. Because of this, you may want to try and take the 4 point size Evo to minimize ramp up time with buff spells.
If you went Grab-Claws, the Pounce is an attractive option, but that is a huge point investment. It works better if you're 1/2 Elf or use Evo Surge for large size.

Don't forget the Extra Evolution feat. That can get you a couple extra points.
And, if you are not attached to a particular race, go for half-elf. That 1/4 evolution point FCB could be very helpful.

Half elf is fine. 2 feats is doable. That gives me 11 to spend. Now, what evolutions should I take?
(4)Large, (2)Grab, (2)Rake?
That's a good start. Claws for much more offense, and more grapple chances if you slap grab onto them. Maybe even the 2 point evolution to add elemental damage to keep with the theme.
Wings is a very good investment. I am also a huge fan of the Skilled evolution, which couples well with any of the Eidolon's key skills. (Knowledge Planes, Perception, and Use Magic Device are great if it has no specific skill related roles like scouting or socializing.)
Improving your Natural Armor is also great as a filler for leftover points.
If this were me playing under your parameters, I would go Wings/Reach. The bonus increase to base speed applies to flight thanks to the wording, Reach gives you more area control, and you get to kind of look like a dragon.
