PFS Quests and Pregen Characters

I recall that for PFS Quests, the most current season's one can only be played with pregen characters (that would be Honor's Echo now), while the earlier season's quests (e.g. Phantom Phenomena) can be played with any level 1 character.

I know I read it somewhere but I can't find it anymore. Can anyone point me to where this is stated?
