If a barbarian with the barbarian rage power of
Angelic Attacks (Su): At 1st level, your melee attacks are
considered good-aligned weapons for the purpose of
bypassing damage reduction. Furthermore, when you deal
damage with a melee attack to an evil outsider, you deal an
additional 1d6 points of damage. This additional damage
stacks with effects such as align weapon and those granted
by a weapon with the holy weapon special ability.
Celestial Blood, Lesser (Su): While raging, the barbarian’s
melee attacks are considered good-aligned weapons
for the purpose of bypassing damage reduction.
Furthermore, the barbarian deals an additional 1d6
points of damage when she damages an evil outsider with
a melee attack.

I'm confused by the idea that Align Weapon is something that it would need to stack with since Align Weapon doesn't do extra damage, and damage in general stacks by default except in rare 'same source' cases. (E.g., Evil Outsider Bane and Chaotic Outsider Bane don't stack because the source in both cases is 'bane'.)
But the damage here is stated as stacking with other similar effects, and Celestial Blood is a similar effect, so I don't see the problem.

The rage power is in effect only when you're in a barbarian rage.
The bloodrager power is in effect only when you're in a bloodrage.
They're separate abilities. You have to activate both to get the benefits of both. And they don't stack much; most of their bonuses are Morale. Most of the drawbacks do stack. However, the 1d6 extra damage is untyped and comes from different sources, so that would stack. Just remember that you'll be spending rage rounds from both pools and the post-rage fatigue will stack to exhausted.
