Persistent Spell Metamagic Feats

I have a question about Persistent Spell Metamagic Feats.
1) Does is apply to any save which include in a spell?
2) If not, how to judge these spell?
Glitterdust(have a save in first time but have new saves to stop spell effect)
Phantasmal Killer(have different saves in first time)
Aqueous Orb(effect different target, have different saves in different round)
Excruciating Deformation(spell active and require save round by round)

I have be asked by many PC and GM in PFS game. Not everyone like this but it's very effective when SOD.


Every save they have to make for that spell must be made twice.

Keyword below , Whenever.

Benefit: Whenever a creature targeted by a persistent spell or within its area succeeds on its saving throw against the spell, it must make another saving throw against the effect. If a creature fails this second saving throw, it suffers the full effects of the spell, as if it had failed its first saving throw. A persistent spell uses up a spell slot two levels higher than the spell’s actual level. Spells that do not require a saving throw to resist or lessen the spell’s effect do not benefit from this feat.

A lot of players like the feat because it is so very effective. A lot of GMs dislike the feat because it is so very effective - and cheap. Based on a lot of math I did I peg it at roughly equivalent to Heighten (4). At only a 2-level increase Persistent is way undercosted in comparison.
