It's established fairly clearly as time goes by that Count Haserton Lowls IV won't make it back to Thrushmoor if the PCs are successful. So...who rules Thrushmoor and the County in general after victory is won and Lowls (or more accurately, what's left of him) is slain? I don't recall any info about Haserton having heirs who run things in his absence.
With Lowls gone and if there's no close relatives to assume his seat, it would presumably fall to his liege lord to give that title and land to someone else.
