That's totally going to be a GM call.
The real trick will be balancing it with other cohort options, as well as with the adventuring party. The tyrannosaurus is CR 9, so I guess we can start there.
Here's a list of all of the CR 9 legal cohort companions from Bestiary I-V:
- Agathion, Avoral (15th)
- Cyclops, Kabandha (14th)
- Dragon Horse (16th)
- Dragon, Blue (Young) (17th)
- Dragon, Bronze (Young) (17th)
- Dragonkin (12th)
- Garuda (16th)
- Nependis (13th)
- Shedu (14th)
Averaging out the levels at which they enter play, it comes to about 15.
Do they look to be on par with your tyrannosaurus? If so, then your tyrannosaurus can become available at the same time as some of those. If it seems more or less powerful, than your GM should consider allowing it a little later, or a little earlier, respectively.

I don't think averaging is the way to go, but comparison would be valuable.
The T-Rex certainly seems more similar to the Nependis than an Avoral, and the lower equivalent cohort level makes sense.
Of course, I think there needs to clearer rules. The rules for Monsters as PCs vs effective cohort level are no where close to each other. Why would a monster be a 9th level PC but a 12-17th level cohort is beyond me.
