I don't think this is the "nice clean fix" to make fighters more up to date for the "skills actually matter" sort of scenarios we have nowadays. It's way too convoluted for that and depends on a lot of GM interpretation.

I'll remind people that there is in fact a precedent for feats that only work if you take them permanently - the Bonded Mind family of teamwork feats. You can't solo tactic your way into those. So a rulling that AWT only works if you get it permanently, not via Barroom Brawler, wouldn't be such a strange novel idea.

Honor system. The first time you use it, you note down what you did, just as with any other feat or spell or whatever that include a character choice.

it would be kind of weird if the ability was 10x better for someone picking the combo up than someone that took it permanently

Which is why my suggestion is to limit it to only the BaB as ranks when it's used temporarily.
