Rules Questions

If a Wizard (or any other spellcaster) wants to cast a spell from a scroll created by himself, did he need to decipher it with magical (read magic) or mundane (spellcraft checks) means?

I would think not; though it would be utterly hilarious to play a wizard who couldn't remember which spells he wrote on his own scrolls . . .

In the magical writings section of the crb it states that if the author of scroll or spellbook is on hand to explain it to the reader no roll is necessary. Assuming you can explain the scroll to yourself, you are fine.
