You have not been charged twice. What you are seeing is an authorization. On your first attempt to place the order your card was declined because it failed the address verification system. When you made that attempt the bank got pinged to make sure the card was valid. When that happens most banks will put a temporary hold on the funds, which can look like a pending transaction on your end. Because the card was declined we cannot finalize that authorization. If not finalized authorizations expire and the holds are released. How long that takes is entirely up to your bank and not something we can control.
You only ordered the items, and been charged for them, once.
