Having a discussion with someone. This is his argument:
Hit Dice: For the purpose of effects related to number of Hit Dice, use the master's character level or the familiar's normal HD total, whichever is higher.
If my HD is larger then the base HD of my familiar's base creature, then I should give a number of feats and skill points equal to the difference correct? This is an effect related to the number of HD
Is he wrong?

the familiar never changes HD, so no, no extra skill ranks or stuff.
What that ability is saying is that if something, a spell, kills 4HD stuff, that your familiar would count as your HD if it's higher than their base HD.
Your familiar's HD never actually change to get the benefits of having actual HD.

Figure out your HD. Figure out your familiar's HD. For effects related to number of HD use whichever of those numbers is higher. You do not need to calculate the difference between the two, and you do not give the familiar any extra feats, skill ranks, etc.
By effects related to number of HD, it means certain spells or abilities which only effect creatures above or below certain HDs or have different effects based on number of HD. See for example the Color Spray spell.
