As drawn, it looks as if Shaguang is a high plateau at a similar elevation to the foothills of Zi Ha, then there is a great continuous scarp dropping down to the northern hills (where the hobgoblins came from) and southern plains (formerly human lands) of Kaoling.
At the far south of Shaguang, the elevation drops, presumably becoming sandier and a little more fertile, until at the river bordering Lingshen, the desert of Shaguang is at the same level as Kaoling and the current rulers of Kaoling hold some of this territory.

To put it another way, Kaoling is an enormous valley, higher and more rugged at the northern end and flatter to the south.
