Using Bestiary / Stat blocks...

Rules Questions

First time running a campaign and I'm reading up/taking notes on the monsters that will be in the campaign. Do the ability scores presented in the bestiary represent the creatures scores after they're modified by feats/racials?

Example, the standard goblin has str 11, dex 15, con 12, int 10, wis 9, cha 6. On the next part of the page it says goblins have the following traits and get -2 str, +4 dex, -2 cha.

So do goblins have 9 str, 19 dex and 4 cha or is it already calculated? I'm assuming it's already calculated but wanted to be sure.

It is already calculated. For zero-HD races they use Elite array (15, 14, 13, 12, 10, 8) which is equivalent to a 15-point buy, and as such they have stats that are varied than just all tens plus racial modifiers (i.e. 8, 14, 10, 10, 10, 8.).
