DC's Ragman possibilities?

i've been watching Arrow and the character Ragman is able to stop bullets with his rags, the Tatterdemalion witch archetype uses clothing as the prehensile hair hex and Ultimate combat says that deflect arrows and snatch arrows can be used on bullets. so my question is can i do that with either the prehensile hair hex or the tatterdemalion equivelent?

I would actually say no, as I would say that being unable to manipulate weapons (As per Prehensile Hair and its Tatterdemalion variant) means you are unable to interact with them in a combat fashion, such as deflecting and especially snatching them.

I think the intent was simply that you can't wield weapons with your hair, but that would certainly extend to the 'Snatch Arrows' feat. Deflect Arrows should be fine though.

an arrow is not a weapon unless some one is weilding it as a melee weapon when fired from a bow it counts as a projectile and thus would be manipulatable via the wording of the ability
