Hello,
It sounds a bit absurd and the question may already have been ask (once in the history of the great Messageboard).
We sometimes have a little debate at the table about the Will saving throw.
I've you cast a spell and the target make's a Will save and succeeds at the DC. Does that person feels that there was a spell cast at him/her ? And otherwise does a PC feel when some evil lurker cast a spell and he did succeeds the DC and nothing happens.

Yes, if you succeed at a save you feel a tingle or similar sensation.
With this feat the target only has a 50% chance to know if they succeed on a save against an Enchantment spell.

Likewise, if a creature’s saving throw succeeds against a targeted spell, you sense that the spell has failed. You do not sense when creatures succeed on saves against effect and area spells.

According to FAQ, everyone in the vicinity (including the target) can tell that a spell has been cast on him due to manifestations which "are obviously magic of some kind, even to the uninitiated."

The FAQ says you can tell who cast the spell, not who it was cast on.

Plus the tingle/sensation remains even if you can't perceive the caster and his manifestations. For example, if a Wizard on a different continent casts Demand and you make the save you receive the message per Sending, but also feel a tingle as it tries and fails to force you to comply with the message.

My magic sense is tingling!
If you have line of sight to the caster, you can tell that they cast a spell. This works even if they are invisible, although use of certain feats can mislead you.
If you make your spellcraft roll while watching a caster cast something, you can tell what spell they cast. This doesn't necessarily let you know who they cast it on, although you could deduce the target of certain spells.
If you are targeted by a caster, you can tell that someone cast a spell on you. This works regardless of if you can see the caster, or if they're even present.
If your friend is targeted by a caster, you cannot tell they were targeted unless you make your spellcraft roll and deduce they must have been the target, there is a visible manifestation because they are affected, the spell leaves behind a visible effect, or for common sense reasons. (Like if a group of 2nd level Rogues all make their save against a Fireball - they're still going to notice the flames)
If you are caster and target someone, you can tell that they succeeded or failed if the spell you cast specifically targets them. You cannot tell if the spell targets an area or leaves an effect that can be triggered by others.

Yes, that's just not "everyone in the vicinity." The target and the caster know, but it's not necessarily obvious who was targeted to everyone else around.
