Does the Dex to damage apply to ranged attacks made with a starknife, or only melee attacks?

It's been argued for other reasons that at the time a thrown weapon strikes an opponent, you are not wielding it. I don't recall the outcome.

yes, starry grace works for melee or ranged. It was made with the intent to apply to both and you wield when you throw them so it works.
