Is there any official names for Taldors prefectures or is create license expected.

That's a good question. Verduran and the forest there seem to be their own prefecture with governance from the local towns. The senatorial class does rule these prefectures and they come from long blood line families.
It seems most of the prefectures are set around the cities and towns:
Cassomir
Dalaston
Demgazi
Elbistan
Elsekulp
Faldamont
Golsifar
Karakuru
Kozan
Lionsguard
Kravenkus
Maheto
Merciful Bay
Monastery of the Seven Forms
Mut
Old Sehir
Oppara
Ortalaca
Ridonport
Sardis Township
Stavian’s Hold
Tribulation
Wispil
Yanmass
Zimar
Zimar plays a major role in that it keeps the Qadirans from aggressively trying to take Taldoran territory. However, as for specific references, I didn't see much mention. So, as with much of the Paizo Campaign material, they leave some creative license. However, it may change when they revisit an area in a 64 page versus 32 page product.
