Hovering and the full round attack

So I've got a flying race with perfect maneuverability in my campaign. I'm trying to determine if you need the Hover feat in order to make a full round attack while flying or if you can just make a fly skill check. The rules seem to be both ambiguous and contradictory in that regard.

You just need to make a Fly check.

The Hover feat removes the need for the check, in addition to creating a debris cloud when hovering. The feat is not required for you to hover, it just improves it.

Using the fly skill, you need to succeed a DC15 check to hover, which is the only way to stay in one place long enough to use a full attack. If you fail the DC15 fly check, you can still take one attack and then move between half and your full move speed.

This said, if flying attack is your thing, you can get over a +15 bonus pretty quickly, so it's not going to be much of a limitation.

Also, if you're going to use a lot of flying in your game, you and your DM ought to give some consideration to special (house) rules to make flying more interesting and manageable. For example, flying creatures (and I would argue, charging mounts and vehicles even on dry land) really need to keep track of their facing from one round to another. If you don't deal with facing, then your perfect maneuverability is moot, since any flier with even horrible maneuverability can be flying south (say) at the end of one turn and do a full 180° flip and fly north the next turn. I know that Pathfinder doesn't do "facing" but it's really such a simple fix to some of the issues that flying can create.
