Magus Spell Combat

My main question is; "can a magus translate those extra attacks into more casts?" Secondly, since it's RAW that Spell Combat acts like TWF does the feat TWF modify SC's penalties?

No.

Spell Combat is its own full round action. You cannot combine it with TWF, flurry, or any other special action.

Spell Combat stats a -2 penalty. The penalties stated in TWF have nothing to do with Spell Combat and they do not affect spell combat.
