Hell's Rebels Book 1 for PFS

I've run parts of this AP for my home campaign and enjoyed it. But I'm not going to do the whole thing, and I've kind of reskinned it to merge it with Kingmaker, so it's not really valid for Campaign mode.

But I'd like to GM Book 1 at least for PFS credit (if someone else in my area GMs it, that would be awesome too!)

Has anyone run this for PFS yet (outside of Campaign mode)?
How did you structure the module?

I'm thinking:
Probably have Loria Longroads contact the society for help, summarize the procalamtions and initial protest and hand over what she and Rexus found in the livery.
Explanation of rebellion rules and assigning offices, etc.
6(?) weeks of rebellion actions (enough to reach max rank 5), rumors, events, missions, and decryption of info dump.
Before Rexus cracks the case and they descend on the Fantasmagorium to take on the Asmodeans.

But I'm not completely sure about running more sandbox APs like this for PFS, since basically all of Part II is "side quests" and the rebellion minigame. I guess how important do you consider these side missions and rebellion advancement to be for "completing" the module?
