I did not fill in anything between the first and second adventure but the idea is definitely not bad. I suspect you won't even have to adjust the CR of the second adventure to balance out more experienced PCs since the first part of Skinsaw Murders is mostly flavorful investigation and horror (where it's not really a big deal if the DCs are not that challenging) and the second part has some infamous PC slayers where an APL of +1 is certainly not going to spoil the fun.
Now that being said, here are my suggestions:
Option 1: Don't fill in an adventure and instead go with the Downtime rules to help the PCs get invested in Sandpoint, which will come in handy later on (during the stone giants raid).
Option 2: Pick a level-appropriate Pathfinder Society scenario like Night March of Kalkamedes. Swap out the major NPCs for Sandpoint natives and have a brief intermission that does not distract from the main AP plot for too many sessions.
Option 3: If you are willing to spend some more time "off the rails" of the AP, I'd recommend Feast of Ravenmoor, which is roughly level-appropriate and could be easily connected by having a Sandpoint native send the party to Ravenmoor to check on a relative. Another good option, which would be a little more work to adjust to the APL, is to run Murder's Mark and have the Umbra Carnival stop near Sandpoint.
Option 4: Check out the Adventure Finder and pick your favorite.

I've actually been plotting this very thing for my upcoming game. Here is the basic rundown. Due to time constraints I can't go into much detail yet, but if you're interested I can go into more depth later.
I'm using the We Be Goblins line to forshadow events in Sandpoint.

Curse of the Riven Sky (kind of concurrently with the Fortress of the Stone Giants, LOTS of overlap there)

Sins of the Savoirs
Academy of Secrets
We B4 Goblins!
Spires of Xin-Shalast.

I think I might do Feast of Ravenmoor, and then downtime. I'm running a group of 5 but have not adjusted loot, so this will give them a little extra to spend over downtime! Thanks.

I was thinking about doing We be Goblins, but felt like jumping between characters might be annoying for some players. I was previously in a group where the DM decided to do a similar thing and the game sorta' collapsed. Could just be my personal experience though.
