A very simple Kineticist question

Example: I'm level 7 and have 0 burns. I then cast a composite blast, which gives me 2 burns.

Does the burns happen before the attack, under the attack or after?
Meaning, will I get my Elemental Overflow bonus on this attack?

There might be an answer to this out there or it is to obvious for anyone to ask, but I just wanted to make sure.

I read it as you must accept the burn to make the effect happen, therefor the burn and all consequences of that burn are in play before the composite blast exists.
