I am having a hard time getting my head around the wonderous item creation rules. I'm wanting to create a custom robe for a 6th Lvl Abjurer NPC that functions as a cloak of resistance and gives the ability to use protection from arrows 1/day. I have it that the NPC crafted it herself but each time I look at the rules I cant seem to grasp them.

So the first step for any wondrous items is "try to find something similar". Unfortunately, this is all I can find. I say unfortunately because it also comes with +1 deflection (2,000 base) and 1/day quickened true strike (16,200, or more than the actual item costs). So there's no way to try to derive out the cost.
Now, the simple answer is to resort to the formula, but keep in mind this is always a last resort. Anyway, the formula for spell-in-a-can is SL*CL*1,800, if it's per day you multiply it by X/5 (where X is the number of uses a day). So 2*3*1,800*(1/5) for 1/day Protection from Arrows (2,160). Seems in line with the first (and only) example item we found.
Then, in order to combine two items you multiply the cheaper ability by 50% and add them together (this may end up with the "cheaper" ability becoming more expensive). So for a +1 cloak and this effect, it's 2,160 (arrows) + 1,500 (cloak+50%). If it's a +2 cloak it's 4,000 (cloak) + 3,240 (arrows+50%). From then on the cloak is always the most expensive. As usual, half to create (no material costs).
