Consider combining the rules for manifestations from Hell Unleashed with some of the haunt qualities from Occult Adventures, particularly item-bound. So the treasure basically carries around a powerful "haunt" with it.
Alternatively, stats for Mammon himself are coming in Bestiary 6. Given the nature of the Lord of the Third, I can't imagine there won't be something there for this situation. ^_^

I worry about the players just selling the treasure and not caring.
You're assuming -- as perhaps are the players -- that selling the treasure will get rid of the haunt.
I see no reason for this to be true. In fact, most fairy tales of this sort have transferable curses, where any who touch the stolen treasure suffer the ill effects.

Yeah, I've thought about this some. A unique curse with a really high removal DC (should be higher and effectively impossible while the treasure is still in Hell) is the minimum you should consider.

I hope this is true, but since Wesley Schneider isn't writing them (per a JJ ask) and JJ doesn't seem to care much about the past Hell lore I don't regard it as impossible for the author to turn in something lame that makes it through development. But then I've still got scars from the Empyreal Lords written by people who not only never compared them to a demon lord stat block, but seem not to have been aware that Solars exist.
