If this is for PFS, then it is always the lowest available level.
this isn't true for what I'm asking. haste is a 2nd level bard spell, meaning if made by a bard min cl is 4.
But since wizard has priority haste is a 3rd level wizard spell making the lowest cl5, as a 3rd level spell.But we have no guidance I'm aware of for these occult classes. And the lowest level still doesn't tell me the spell level, as spiritualist 3 is lv7, same as shaman 4. So is the scroll a 3rd or a 4th level spell?
EDIT: Unless did the guide change this really? Is haste now a cl4 from a bard instead of cl5 from a wizard?

In general,
1. If it is on the Sorcerer/Wizard, Cleric, Druid, or Psychic spell lists, use the lowest spell level of one of those.
2. Otherwise, use the lowest spell level listed.
In this specific case, the spell looks like it is a Spiritualist spell that was cross-listed at a higher level to other classes. It makes sense that a scroll would be created by a spiritualist.

On a side note, spiritualists are interesting to play. Especially if the GM is willing to RP the phantom, which can and should have it's own personality. Me, I dislike doing both sides of an RP argument with the phantom. So I like it when the GM is willing to take on the role of my spiritualist's persistent ally.
