Kata Master Monk allows you to use Monk weapons for "granted swashbuckler class features and deeds". The question is whether that means you can only use Monk weapons for Swashbuckler features granted by Kata Master; I would guess so, but it's pretty obscure. Anyhow, Crusader's Flurry or Martial Versatility + Ascetic Style can make most weapons a 'Monk' weapon.
If the idea is to start using Precise Strike with a two-hander though... I wouldn't bet that would fly very far.
Edit: there are ways to use a two-handed finesse weapon as a one-handed weapon, but then you need to wield it in one hand anyhow.

For reasons of character, not practicality, I was hoping to make a bladed scarf swashbuckler.
It is looking like it would require a level of Kapenia Dancer, which doesn't fit the character concept well. I may just have to give up on the notion. But will look at vigilante options to see if something can be wrangled from that.

Considering the broader mechanical category given in the OP question, then I'd say there's clear reasons why that shouldn't work... But if you're not trying to use 2h dmg bonus, not trying to use big damage 2h weapon like Elven Curve Blade or Greatsword, and not trying to gain Reach from Polearm, but it's just something like Bladed Scarf, then yeah I totally agree most GMs would approve it. Doing same weapon damage as Rapier, but trading crit range for minor bonus to disarm/ trip-droppability/ minor grapple dmg effect is probably seen as weak if anything.
