The rules state you can't have more than 9 manifestations, because your manifestation level is equal to number you have.

Darkest Desires requires you to have 9 already.
So it can't be taken?

Was the Prereq supposed to be 8th?

Other way around, you gain a new Mainifestion level and then get a manifestation at that level.
