Emerald Spire can only be run with PFS legal characters as if it was a PFS game using all the rules per a PFS game.
The rules for Emerald Spire can be found in the Chronicle Sheets for the module which can be found on the product page for the module.

Horror adventures will be legal for PFS, at least portions of it. I expect that it will be a little bit before it hits additional resources, however.

I will have to double check, but I think that the new guide allows ALL modules to be run in Campaign Mode.
I think the new Guide just defines Campaign Mode and Module Mode, but whether or not a particular module can be played in Campaign Mode is still designated in information included with the Chronicles download. The older 32 page modules which didn't have that additional information can still only be played in Module Mode. Most (if not all) of the newer 64 page modules have instructions for the optional Campaign Mode.
The new Guide is less than clear on this, though, and I hope I'm wrong. I'd much prefer to run modules in the Campaign Mode, especially The Emerald Spire.chris manning Venture-Captain, Isles—Online |

This is correct concerning Emerald Spire.
The sanctioning document (document with the level ranges of each level and the chronicle sheets) does not offer Campaign Mode. In addition rhe 32 page modules did not have that option. There are some of the 64 page modules that do offer the Campaign Mode option (Daughters of Fury, Dragon's Demand). The sanctioning document (if available and usually with the 64 page modules) will indicate if the module allows for Campaign Mode.
