If I take Fighter as my VMC at 11th do I qualify for the Advanced Weapon Training feat?

Yes, but you need an effective Fighter level of 5 minimum (such as from the Samurai Class' Weapon Expertise ability) to take the Advanced Weapon Training feat; VMC Fighter does not give you an effective Fighter level.

I am playing a Brawler as my primary class... which IIRC gives me an effective fighter lvl = to my brawler lvl for feats and such.

The VMC rules specifically notes that you gain class features.

As far as I know, you are also considered being the class that you VMC in. But I could be wrong. Since you're a Brawler, it doesn' really matter.

You would indeed need another source to count as a fighter (such as brawler); the VMC only gives you class features, and doesn't make you count as a fighter.

That said, this is a good topic to speak with your GM about. Some GMs might consider allowing VMC characters to meet those class-level prerequisites.
